Summary

A real test WABA is not currently available. Functional QA may proceed with a mocked Meta status webhook using the RFC's pricing.type=regular, billability, message-id, and duplicate-delivery cases. Lack of a real WABA therefore does not block the functional test pass.

Real-WABA validation remains a required pre-pilot/release gate for signature/configuration, end-to-end delivery, and production-shaped payload behavior. No progress value changes in this report.
