The change in one line

Today SERVICE (non-template) messages are free — 42.85M messages in June 2026 carried 0 IDR in charges (count_message_local and total_price_local are both 0). After the 1 Oct 2026 switch, those same messages bill at the utility/authentication rate, per the implementation impact analysis.

Billing shifts to the Meta message count (the local count is 0 for service today), so the 42.85M figure is the correct billable base going forward.

If Meta instead prices service at the authentication rate, total impact rises to ~14.88 billion IDR/month. Either way, roughly 14–15 billion IDR/month of previously-free traffic becomes billable across the base.

Caveats

  • Rate assumption — figures are an UPPER BOUND. These numbers apply each client's utility rate, which is inclusive of the current margin. The product decision (resolved 2026-07-22) is to bill SERVICE at cost — 0 Qontak margin at launch (pass-through). The actual per-message service charge is therefore Meta's base cost, i.e. the utility rate minus its embedded margin — so the real client impact is lower than the ~332 IDR/message and ~14.23B IDR/month shown here. Treat these as an upper bound until the seeded per-country base rates are confirmed; the totals should be re-derived from the base v2_wa_conversation_prices cost (margin 0) once seeded.
  • No explicit country column. The table has no country field, so per-country rate variation is captured indirectly via each client's own utility/authentication rate rather than a true country price catalog.
  • Billable basis. Impact is computed on the Meta message count, since the local count for service is 0 today.
  • Coverage. Of 3,984 clients with service traffic, 1,788 had a utility rate to derive from directly; the remainder fell back to their authentication rate or the blended ~343 IDR.
