0001 — Lift BIF-7797 deprio, confirm Self Top-up in 26Q3

Context

Epic BIF-7797 ("26Q2 Self Topup") was deprioritized on 2026-04-21 (P2, To Do) per Addo's Jira comment. The 2026-06-30 as-built reconciliation (rfcs/self-topup.task-breakdown.md §1, Task L5) found the build materially complete (~80%, 17.5/22 md) — all remaining work is PO sign-off on 10 Stories (L1) and finishing QA E2E BIF-8382 (L2), not engineering. The initiative carries a hard commitment_date: 2026-08-31 (revenue) and a target_quarter: 2026-Q3 on the README, which sat inconsistently against a still-deprio'd Epic. Task L5 required an explicit TPM call: either lift the deprio and close BIF-7797 in 26Q3, or keep the deprio and move the initiative's target_quarter out of 26Q3.

Decision

We will lift the BIF-7797 deprio and keep Self Top-up in 26Q3, targeting close of the Epic within the quarter against the existing commitment_date: 2026-08-31. The option of moving target_quarter out of 26Q3 was not taken — the only remaining work (L1 PO sign-off

• L2 BIF-8382 E2E, ~4.5 md combined) is achievable well inside the quarter and does not justify slipping a revenue-committed date.

Consequences

• Task L5 in rfcs/self-topup.task-breakdown.md is resolved; L1 (PO sign-off walkthrough) and L2 (BIF-8382 E2E) remain the only open blockers to closing BIF-7797.
• BIF-7797's Jira priority/status should be updated (deprio lifted) to match this decision — tracked as a follow-up outside this repo's write scope.
• README.md target_quarter: 2026-Q3 and commitment_date: 2026-08-31 stand unchanged; no reprioritization ADR for slipping/de-scoping is needed since nothing slipped.
