0002 — Confirm Bulk Export-first execution over Team Owner

Context

The roadmap has ranked Export Customer Data with Layout (Bulk Export) at P3, ahead of Team Owner Field & Team Permission at P4, since 2026-07-10. A later 2026-07-16 decision created a shared-capacity exception that let Team Owner run first for Ghozi (Backend), Alfi (Mobile), and Hendry (QA), while leaving the roadmap ranks unchanged.

That exception was incorrect: Bulk Export is intended to be prioritized operationally as well as in the portfolio. Keeping Team Owner first in the shared queues contradicted the execution meaning of the P3/P4 order and made the Sprint 2 plan communicate two competing priorities.

Decision

Bulk Export gets first claim on shared Ghozi, Alfi, and Hendry capacity ahead of Team Owner. The execution queues therefore follow the roadmap order: Bulk Export P3, then Team Owner P4, after each person's higher-ranked work.

The 2026-07-16 Team Owner sequencing exception is superseded and deprecated. Team Owner retains its 2026-08-31 revenue commitment and must remain visible as a delivery risk, but that date does not override Bulk Export's priority.

Consequences

• CDP Sprint 2 queues place Bulk Export ahead of Team Owner for Ghozi, Alfi, and Hendry. Jovi's Export-first FE queue is unchanged.
• The roadmap priority and the execution order now communicate one consistent sequence; the Sprint 2 plan no longer needs a Team-Owner-first deviation.
• Team Owner's 2026-08-31 commitment risk must be managed through scope, dependencies, or an explicit new portfolio decision—not through an implicit queue exception.
