0001 — Reprioritize Bulk Export ahead of Team Owner Field & Team Permission

Context
The CDP roadmap previously ranked Team Owner Field & Team Permission as P3 and Export Customer Data with Layout (Bulk Export) as P6. Export is fully sized at 32.5 man-days, has a ready core pipeline, and has no hard commitment date. Team Owner Field & Team Permission is mostly sized (37.5 known man-days; Design still pending) and carries a 2026-08-31 revenue commitment, but GA is still gated on Launchpad/Mobile dependencies.
Both initiatives share Ghozi for backend work and Alfi for mobile work. Alfi is already over-committed across CDP mobile tracks, so this priority change is a real queueing decision rather than a cosmetic reorder.
Decision
We will reprioritize the CDP roadmap ## Priority table so Export Customer Data with Layout
(Bulk Export) moves to P3, ahead of Team Owner Field & Team Permission, which moves to P4.
The former P4 and P5 migration rows slide to P5 and P6 respectively; lower rows keep their relative
order.
Consequences
- Export now gets the first claim on shared Ghozi/Alfi capacity after P1/P2 work, unless Team Owner's hard 2026-08-31 date forces an explicit sequencing exception.
- Team Owner remains at risk until its Launchpad/Mobile GA dependencies are committed. Its hard date should be rechecked with the DRI after the queue change.
- Create Ticket from CDP remains the mobile work with no Q3 room under current Alfi capacity.
- No effort, staffing, QA-lane, or scope fields change as part of this decision.
