The board is green; the initiative is not. All 4 TF-3182 sprint issues read Done, but only Tasks 1–2 (2.0 of 17 BE days) are real credited progress — Tasks 3–9 (TF-3466–3472, 15 BE days) were never added to the sprint (finding F-1, open since pass 1). Recorded as F-23 blocked-done-conflict: health stays at-risk, not flipped from board optics. Progress unchanged at 2.0 / 24.5 known man-days (8%).
