Summary

Risk (pass-8 finding F-30): the A1 Ruby/Rails Phase-1 upgrade is being built, not discovered. The sprint plan authorized discovery only ("still unestimated and build not authorized"), but the board carries 14 implementation tasks (BOT-4623–4636) parented directly to bucket Epic BOT-4620, with Tasks 1–7 already Ready to Test / In Review / In Progress (Agus Suparman). Decision needed from Dimas Fauzi Hidayat (PM/TPM): retroactively authorize the build (update A1 status + plan + capacity) or stop it. The tasks are also not split-linked to Story BOT-4621, so the tracker's A1 row still reads backlog while the work runs — board fix via jira-alignment-check.

Bucket rollup stays 0 of 4 done (0%) (A3 BOT-4661 Ready to Merged, A4 BOT-4696 in review; bucket effort deliberately unsized). BOT-4650 (A4's source change) is content-corroborated on chatbot-fe origin/main (PR #1545 + BOT-0000-tagged subscription commits — key tag missing); BOT-4653 remains board-Done with no code trace (F-15, escalated).
