the initiative README) assigned to the named implementor. Load = Committed ÷ (Available × Focus)
→ over (>1.0) · at (≈1.0) · under (<1.0). Focus defaults to 0.8.
The single CRM initiative (consistent-deal-ticket-creation) has no DRI or implementors recorded
yet, so committed-days are TBD.
